Rear Admiral Jack F. O’Hara, who had been Commander Fleet Air Western Pacific, retired 1 January.

Rear Admiral Charles H. Mayfield, SC, who had been Commanding Officer, Navy Finance Center, Cleveland, Ohio, retired 1 January.

Rear Admiral William A. Williams III was appointed as Joint Chiefs of Staff Representa­tive for Strategic Negotiations.

Rear Admiral Peter B. Booth relieved Rear Admiral Edward H. Martin as Chief of Naval Air Training.

Rear Admiral William M. McDermott, Jr., MC, was reassigned as Fleet Surgeon, U. S. Atlantic Fleet.

Rear Admiral Edwin Barrineau relieved Rear Admiral Fred H. Baughman as Com­mander Pacific Missile Test Center. Rear Admiral Baughman retired 1 February.

Vice Admiral Carl T. Hanson, who had been in OpNav, retired 1 February.

Rear Admiral David M. Altwegg relieved Rear Admiral Henry C. Mustin as Commander Cruiser-Destroyer Group Two.

Rear Admiral Edward H. Martin relieved Rear Admiral Robert B. Fuller as Commander Carrier Group Four. Rear Admiral Fuller re­tired 1 December.

Rear Admiral William M. Narva, MC, was appointed Vice President of the Uniformed Services University of Health Sciences.

Vice Admiral Kinnaird R. McKee was pro­moted to admiral and assumed duty as Director of the Naval Nuclear Propulsion Program, Department of Energy and as Deputy Com­mander for Nuclear Propulsion, Naval Sea Systems Command. These billets were held by Admiral H.G. Rickover until his retirement from active duty on 31 January.

Rear Admiral Henry C. Mustin relieved Rear Admiral Richard C. Berry as Deputy Commander, Naval Surface Force, U. S. At­lantic Fleet.

Rear Admiral James R. Lewis, who had been Deputy Chief of Naval Material for Ac­quisition, died 10 March.

Rear Admiral Peter M. Hekman, Jr., re­lieved Rear Admiral William J. Holland, Jr., as Deputy Director, National Command Cen­ter, J-3, Joint Chiefs of Staff.

Rear Admiral Arthur S. Moreau, Jr., was promoted to vice admiral and relieved Admiral George R. Kinnear, who had been U.S. Rep­resentative to the NATO Military Committee. Vice Admiral Moreau took the title of Senior Member, U.S. Delegation, United Nations Military Staff Committee. Admiral Kinnear retired 1 October. Vice Admiral Moreau also assumed duty as Deputy Chief of Naval Oper­ations (Plans, Policy and Operations). This billet had been held until May by Vice Admi­ral Sylvester R. Foley.

Vice Admiral Edward S. Briggs relieved Vice Admiral John D. Johnson, Jr., as Com­mander Naval Surface Force, U.S. Atlantic Fleet. Vice Admiral Johnson retired 1 Novem­ber.
