Jr.—Captain Lacouture’s arguments for additional Western forces in the Indian Ocean should be considered with great care as the United States formulates new policies for this important area of the world. The insistent demands for addressing the ramifications of the Iranian Revolution require that crucial choices be made in the not too distant future.
