In Vietnam, our Fleet is bombing, shelling, and patrolling—but only on an ad hoc basis. We have yet to organize and procure a naval group to deal specifically with “wars of national liberation,” even though, like so many dead skunks, they promise to lie athwart the Joint Chiefs of Staff’s doorstep for decades to come.
