(Admiral Harlfinger served in Pacific Fleet submarines during most of World War II, including two commands of his own. He was Head of Submarine Warfare in the Research and Development Division of the Office of Chief of Naval Operations from 1952 to 1954, and Head of the Submarine Warfare Branch from 1959 to 1962. He is now Assistant Director for Acquisition of the Defense Intelligence Agency.)
