Aid for Europe Voted.—Congress on Dec. 15 completed passage of the measure authorizing emergency aid for Europe. The authorization granted the full $597,000,000 called for by the Administration, but in the subsequent actual appropriation passed four days later the total was cut to $540,000,000 and of this $18,000,000 was designated for China. Thus the appropriation was $75,000,000 short of the “irreducible minimum” called for. In point of fact, work stoppages in Europe had increased the needs, and higher prices in America had increased the costs.
