Rear Admiral J. K. Taussig, U. S. Navy.—Captain Cooke has produced an interesting article which is worthy of study and discussion in order to ascertain whether or not the remedy to our very unsatisfactory personnel situation can be found in his suggestions.
Most of the conclusions are the result of assumptions and inferences with which I am not in agreement as to their soundness. Consequently I am in disagreement with the conclusions reached.
