To meet the totalitarian challenge, to preserve the American way of life, to evaluate carefully—on our own time— personalized government, we must arm and arm at once!
Our first defense is the Navy, and Congress has realized this. The “Two-Ocean Navy” has been conceived but not born. As the Officer of the Deck must visualize his courses of action under all emergencies, so too have the President and the Navy Department set an example of this indoctrination.
A “Two-Ocean Navy,” even in a blueprint, must be officered—and officered in a hurry. It must be officered beyond the immediate capacities of the Naval Academy; officered, in part, by a group of patriotic citizens comparable in education with the high standards set by that institution. This “Two-Ocean Navy” must be officered by Americans solely interested, in a democratic fashion, in preserving the ultimate of individual freedom in the world.
