The Blue Eagle's equipment, as pictured, does not look impressive. An old-fashioned cogwheel and a collection of thunderbolts do not seem to mean anything, except through the most labored symbolism, though both are emblems of power. In fact, the National Recovery Administration, of which the Blue Eagle is itself an emblem, has tremendous power. It has the delegated power of Congress to spend government money up to $3,300,000,000.
