RATIFICATION OF NAVAL TREATY
Senate Approves London Treaty.— The United States Senate ratified the London Naval Treaty on July 21 by a vote of fifty-eight to nine, after the bitterest treaty dispute since the rejection of the League Covenant. Of fourteen proposed reservations only one was adopted, the Norris resolution expressing the understanding of the Senate that the treaty was not affected by any extraneous agreements with the other treaty powers. The Senate rejected Senator David I. Walsh’s resolution which would have committed it definitely to the policy of building up to the full treaty limits except in 6-inch gun cruisers.
