It is not the purpose of this paper to discuss in great detail the various attempts towards a reduction of armaments. The question of disarmament is one which has a far deeper significance than shows on the surface. Most of the efforts have resulted in merely a local cure. The reasons why armaments exist and the purposes for which they are used are based on factors not too apparent. Therefore, if °ne desires to have an intelligent opinion upon the subject when these matters are discussed, it is necessary that the viewpoint be broad. So far as the limits will permit, this is the purpose of this discussion.
