Lieutenant James Barksdale Jr Halsey Bravo Fellow at the US Naval War College LT James Barksdale is a native of Charlotte, North Carolina and graduated from North Carolina Central University with a degree in Political Science and Criminal Justice in 2012. He attained a Master of Arts Degree from the Naval War College in Defense and Strategic Studies in JUN 2020. LT Barksdale received his commission in 2013 following the completion of Officer Candidate School.
LT Barksdale served his first division officer tour onboard USS GETTYSBURG (CG-64) as First Lieutenant deploying to the 5 th/6th Fleet AOR's in support of Operation Active Endeavor and Operation Enduring Freedom. LT Barksdale served his second Division Officer tour onboard USS NEW YORK (LPD-21) as the Assistant Operations Officer and later took over as the Operations Officer following an unexpected loss of the incumbent 2nd Tour Department Head. While onboard NEW YORK he participated in BOLD ALLIGATOR, ARGMEU EX, and the 2017 Deployment to the 6th Fleet AOR.
On shore duty, LT Barksdale was assigned to Navy Personnel Command, as a Surface Warfare Junior Officer Detailer and New Accessions Coordinator. In this role, he was responsible for over 1,400 Junior Officers and all newly accessed SWO ENS from all commissioning sources to their first sea duty assignments. Upon completion of his PERS-41 assignment, he reported to the Naval War College as a Halsey Fellow. Upon completion of the Halsey Fellowship, LT Barksdale will start the SWO Department Head Pipeline training in JAN 2021. He is slated to be the Operations Officer in USS FARRAGUT (DDG 99) in Mayport, FL.
LT Barksdale’s military decorations include Navy and Marine Corps Commendation Medals (3 awards), Navy and Marine Corps Achievement Medals (3 awards), and various unit campaign and service medals. He is married to Christina Barksdale and has two daughters and one son.
