Chief Warrant Officer Carl Shipley is currently assigned to the Coast Guard Office of Specialized Capabilities (CG-7213) at Coast Guard Headquarters, Washington D.C., where he is the Equipment Configuration Control Program Manager for the Coast Guard’s Armed Deployable Specialized Forces. Chief Warrant Officer Shipley reported to CG-7213 from the Office of Law Enforcement (CG-MLE-2) where he served as the Program Manager for Maritime Law Enforcement (MLE) C Schools, managed MLE policies and TTP, and was responsible for law enforcement equipment configuration control from June 2014 to August 2018.

Prior to CG-MLE-2, Chief Warrant Officer Shipley was assigned to Coast Guard Pacific Area (PACAREA), where he served as the Maritime Security Response Team (MSRT) West Assistant Force Manager from July 2011 to June 2014. From June 2008 to July 2011, he was assigned to Maritime Safety and Security Team (MSST) Honolulu 91107 as the Maritime Law Enforcement and Force Protection (MLEFP) Division Chief, Deployable Team Leader, Tactical Operator and Advanced Marksmanship Instructor. From June 2006 to May 2008, he was assigned to MSST Boston MLEFP as a Tactical Operator and Lead Petty Officer. Chief Warrant Officer Shipley was a “Plankowner”, Commissioning MSST Honolulu in July 2004, serving as the Armory Supervisor and MLEFP Team Member; earning his qualifications as Boarding Officer, Special Deputized U. S. Marshall, and lead Small Arms Instructor. Additional assignments include the USCGC Monomoy as 1st Lieutenant and Independent Duty Gunners Mate, Independent Duty Group Gunners mate at Group Fort Macon, NC; Independent Group Gunners Mate at Group Cape Hatteras, NC; Support Gunners Mate at Weapons Augmentation Team, Naval Engineering Support Unit, Portsmouth, VA; and a crewman and Boarding Team Member at Surf Station Hatteras Inlet, NC.

Chief Warrant Officer Shipley hails from Gloucester, Virginia. He enlisted in the Coast Guard in October 1995 and attended Recruit Basic Training in Cape May, NJ, Company X-147 from October 1995 to December 1995. His personal awards include two Coast Guard Meritorious Service Medals, two Coast Guard Commendation Medals, the Coast Guard Transportation 9-11 Medal, four Coast Guard Achievement Medals with the operational distinguishing device and the Commandant Letter of Commendation with the operational distinguishing device, and numerous other individual and unit awards.  He has also earned a permanent Tactical Law Enforcement Insignia and Advanced Boat Forces Operations insignia.
