A graduate of Grove City College (Pennsylvania) with an M.A. in History from the University of Chicago, Lieutenant Lowe entered the Navy in 1953 via the OCS program. He attended air intelligence schools at Washington, D. C., and Alameda, California, and served in air intelligence billets until 1957. From 1957 to 1961, he was an instructor in history and political science at Southeast Junior College, Chicago, and at the University of Maryland.
