RADM Robert O. Wray Jr., USN (Ret.), a 1979 Naval Academy graduate, served as a nuclear engineer on surface ships and later enjoyed a varied civilian career. He recently held the position of president of the Navy’s Board of Inspection and Survey until his transition from the Navy in October of 2013. Wray has founded Blue Star Service Solutions, Inc., a company dedicated to providing telemedicine solutions to American veterans population. He also does speaking and consulting through his company, Arcturus Leadership. Wray was awarded the U.S. Naval Institute's 2013 General Prize Award Winner--Third Prize--for his June 2013 Proceedings article, "The Utility of a Three-Tiered Navy."
