In World War II the Navy started to use simulated training for Navy gunners in order to sharpen marksmanship. Gunnery schools were designed by the Navy's Special Devices Division of the Office of Research and Inventions, in conjunction with the Bureau of Ordnance, to speed up and improve training. Student gunners gained valuable experience by tracking training kites marked with the silhouette of an enemy plane. Gunners trained by tracking kites brought down planes with the same marksmanship as experienced gunners.
