War left the battlefield. While the military was busy revolutionizing military affairs, war put on new clothes and moved away. As the Navy was developing high-tech reach from the sea and becoming network-centric, war spent the 1990s transforming itself into some homely but exceedingly deadly forms largely immune to our precision arms.
