The Mission of the Institute is to provide an independent forum for those who dare to read, think, speak, and write in order to advance the professional, literary, and scientific understanding of sea power and other issues critical to national defense.
Dr. Bartsch is the author of December 8, 1941: MacArthur's Pearl Harbor (2003) and Doomed at the Start: American Pursuit Pilots in the Philippines, 1941-1942 (1992) both published by Texas A&M University Press. He earned the Naval Historical Center's Ernest M. Eller Prize in Naval History for a longer, academic version of this article, published in the April 2002 issue of The Journal of Military History.
