The Mission of the Institute is to provide an independent forum for those who dare to read, think, speak, and write in order to advance the professional, literary, and scientific understanding of sea power and other issues critical to national defense.
Mr. Webb served in the Naval Reserve from April 1942 until July 1954. Following his active-duty service during World War II, he embarked on a career in academic publishing and was director of the University of Wisconsin Press from 1947 to 1984. Mr. Webb passed away in September 1998. His grandson, attorney G. Gregg Webb, transcribed and edited the manuscript and then submitted it to Naval History for publication in memory of his grandfather.
