The Mission of the Institute is to provide an independent forum for those who dare to read, think, speak, and write in order to advance the professional, literary, and scientific understanding of sea power and other issues critical to national defense.
Mr. Evans is a historian at the Naval History & Heritage Command at the Washington Navy Yard, where he is updating United States Naval Aviation 1910-2010 for the Navy's commemoration of the centennial of naval aviation. He has also compiled histories of many of the Fleet's aircraft carriers for the Dictionary of American Naval Fighting Ships.
