Lieutenant Gary R. Bowen

Lieutenant Bowen teaches law and edits the Maritime Law Enforcement Bulletin at the Maritime Law Enforcement School in Yorktown, Virginia. He previously served as a law enforcement training officer and as officer in charge of LEDet Three.
