The Mission of the Institute is to provide an independent forum for those who dare to read, think, speak, and write in order to advance the professional, literary, and scientific understanding of sea power and other issues critical to national defense.

Colin Heaton has written extensively on military history and the Second World War. A veteran of both the U.S. Army and U.S. Marine Corps, he earned graduate degrees at Temple University and the University of Strathclyde Glasgow, Scotland. His work has included close liaison with veterans organizations throughout the U. S. and Europe. Currently a professor at American Military University, he is co-author of the Naval Institute Press book Nachtkrieg: The Evolution of Nocturnal Aerial Warfare, 1939-1945.
